Stability is a sign of high or low pop production. The happier the pops the higher the stability. The higher the stability the more production you get out of them. It’s a real either/or situation, but personally, stability.
How many planets can you have in Stellaris?

Get Technological Ascendency. Get edicts that increase research speed, such as the nanite one, of course you will also need a supply of nanites. Any events that give research speed, always try to do those. Be Fanatic Materialist for an extra 10% research speed.

you just need to have High pop Happiness. Deep space blacksite can increase Stability for ALL planets inside the system. Each point of Approval Rating above 50% adds +0.6 Stability, up to +30 at 100% Approval Rating. Each point of Approval Rating below 50% adds −1 Stability, up to −50 at 0% Approval Rating.
How do you get rid of criminals in Stellaris?
So the only way I’ve found to actually remove a criminal underworld, is to declare war on them. Sit around and wait until the WS timer runs out (Beacause of course they magically built on your world from the other side of the galaxy).
